Minutes for February 27, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  May Schumacher, Peter Pinkham, Lindsey Rawbotham, Amanda Chase, Ashley MacDonald and Mike Kelly.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:01 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes February 20, 2008. Approved 5-0.

3.      Discussion held between 5:00 & 7:00 p.m.

5:00 p.m. – John Myers -- discuss computer needs, new server and how to proceed with service contract

5:30 p.m. – Ron Smith – review Audit report.  The Town is in good financial shape with a 2.1M surplus

4.      Review of Correspondence.

5.      Review of Projects and Issues.

The Selectmen held a workshop this week and met with two departments this week to review budgets.  Two members of the Board attended the Budget Committee Meeting which was held on Tuesday.

8.      Executive Orders.

E.O.070802025 – An order to accept the resignation of Melissa Morang effective March 10, 2008.  Approved 4-1-0.  Selectman Pulsoni voted “no”.

E.O.070802026 – An order to accept the bid presented by Maine Label & Printing of $6.57 per book for the printing of the Town Report for the 2008 – 09 budget year.  Approved 5-0.

E.O.070802027 – An order to approve Fred Farnham’s attendance to the Proprletary Devices Training Workshop.  Approved 5-0.

E.O.070802028 – An order to approve 16 hours of vacation time for Fred Farnham.  
Approved 5-0.

E.O.070802029 – An order to approve 8 hours of vacation time for Chief Thomas.  
Approved 5-0.

E.O.070802030 – An order to grant Peter Whitter permission to use a red light in accordance with Title 29-A, Section 2054, of the M.R.S.A. as a member of the Buxton Fire & Rescue.  
Approved 5-0.

9.      Executive Orders by Initiative.

E.O.070802031 – An order to accept the lawn bid presented by DWB Lawn Care at a monthly cost of $580 per month.


10.     Accounts Payable and Payroll Warrants.

E.O.070802023 -- An order approving expenditures as documented in Accounts Payable Warrant #35-08.  Approved 5-0.

#35-08.  Approved 5-0.


11.     Next Meeting of the Board.

Budget Committee Meeting Tuesday, March 5, 2008 at 7:00 p.m.

Department Head Meeting Thursday, February 28, 2008 at 8:00 a.m.
Selectmen’s Workshop Tuesday, March 4 at 6:00 p.m.

12.     Other Business.

The Selectmen reported that Dave Wiggin had passed away and expressed their condolences.  The Selectmen displayed a new “David Wiggin Dr.” sign that will be placed at Pleasant Point Park in honor of Dave who served as the Park caretaker for many years.

Selectman Pulsoni reminder the individuals that are getting red light permits that the permit does not give them the key to speeding to a scene.  All speed and safety laws must be obeyed.


13.     Public Comments and Questions.

Lindsey Rowbotham, student from UNE stated that she was attending the meeting with three other students to learn more about government.

May Schumacher gave a presentation of where the activities of the Buxton Community Day stand.  She stated this year the event is taking a new direction and she has already received a commitment of 21 booths.  She said the event is expensive and the Committee is looking at all alternatives to save money.  She met with the Masons this month and she has received a commitment for a 30 x 105 foot tent.  Many other events that were going to take place were presented.  If anyone has a tent that can be donated for the day, it would be appreciated.  Also the Committee needs people to step forward and donate time for some of the activities.  The Community Day event will take place on July 19.  If any one wants to know more about the day’s events or volunteer, please call May Schumacher at 642-5904.

Dianne Senechal gave a short overview of the Keeping Neighbors Warm program.  The program was started in the Biddeford/Saco area and includes nine towns.  The main purpose of the program is to provide heating fuel for those who do not qualify for the low income programs and other general assistance.  There is an application process that must be followed.
